Reacting to the terrorist attacks of 9/11 in 2001, the Bush Administration launched an invasion of Afghanistan to oust the ruling Taliban regime and eliminate the Al Qaeda organization, with the blessing of the United Nations and the widespread support of the international community. A year later, the United States sent troops to overthrow the dictatorship of Saddham Hussein, ostensibly to destroy its cache of weapons of mass destruction, this time acting without the support of the UN or the backing of the world community. Assessing these two responses, this panel will address the question of what has constituted Washington's most effective anti-terrorism policy. Does America believe that its position as the sole superpower on the planet gives it a leadership role that necessarily precludes consultation with other nations? Or is the Bush Administration, after a contentious first-term, now seeking to internationalize its anti-terrorist activities and create an alliance of countries through organizations like the UN to fight the foe? Or will the US attempt to use both approaches depending on the particular crises at hand. The panelists will discuss these and related issues.
