I am from Russia from Kavkaz.I understand your sarcasm but racism in USA and what you have seen for your two years in that region is incomparable. When I say "Black" about author of article I mean that he can not be impartial in his judgment due to some obvious facts of his personal experience in his motherland. In Russia we do not rate people as per their color but assess them by what they do and how behave. unfortunately people from my Region (Kavkaz) very often do not demonstrate respect for others especially when go to other regions plus criminal activities etc.... So, there is nothing to do with racism. And the bottom line that before making such statements you need to understand what do you really want: just to prove that people on other part of the world are really bad as you were told or you really want to understand them. P.S. In my country the word "black" does not mean anything except color.
