European language tests

It seems to me that every European country has the right to decide what kind of people it wants to admit as immigrants, and eventually citizens. It also has the right to limit their number. There is no "human right" to go and live in any particular country of one's choice. The article fails to mention the obvious answer to the problem of couples upset by barriers such as language tests. If they are really so distraught at living apart, the Europe-based spouse should rejoin his or her partner in their country of origin, whether that be Turkey, India, or somewhere else. Finally, "Holland" does not pass immigration laws. The name of the country is The Netherlands.
