Shyam, thanks for your comment/query. Yes there are indeed back stories, but there is only so much one can share publicly online. Part of the money does indeed seem to be making its way to new partners/programmes - which is at least good in that it might indicate the resumption of services - but this is not true of many affected areas, and also doesn't remedy the long funding gaps that have already occurred with all their consequences. As for the rest of the withheld funds, one hopes at least some of it will be finally disbursed (WBSAPCS has at least promised the 4 non-MANAS projects that were not renewed that they will get their due funds back, but without any concrete indication as to when). There is no indication as to what will happen with MANAS dues (including outstanding staff salaries for 7 months in 6 projects and a year in one).
