2. Omar al-Bashir - Sudan
Bashir has been the President of Sudan since 1989, when he spearheaded a military coup. His tenure has been marked with numerous bloody conflicts, including two brutal civil wars that have decimated the country. Though the Second Sudanese Civil War started in 1983 before he took power, the war dragged on until a peace agreement in 2005. It’s estimated that as many as two million people died in this conflict.
The International Court has also accused Bashir of war crimes, genocide, and crimes against humanity in the province of Darfur, making this autocrat the first sitting head of state indicted for crimes. In Darfur, Bashir is believed to have encouraged janjaweed militias to kill hundreds of thousands of non-Arab Sudanese. Meanwhile, his policies continue to stoke violent conflict with the country's newest neighbor, South Sudan.
