National Missile Defense Voting Records for House of Representatives

This chart includes the voting records for Representatives of the 106th Congress. Campaign contributions are from defense PAC and individual contributions from 1995-99. These figures were compiled by the Center for Responsive Politics using data released electronically by the FEC on November 1, 1999.

H.R. 4 - "National Missile Defense Act of 1999" - (related bill S.257) - Declares that it is U.S. policy to: (1) deploy as soon as technologically possible a National Missile Defense (NMD) system capable of defending U.S. territory against limited ballistic missile attack (whether accidental, unauthorized, or deliberate), with funding subject to the annual authorization of appropriations and the annual appropriation of funds for NMD; and (2) seek continued negotiated reductions in Russian nuclear forces. Introduced by Rep. Curt Weldon on February 4, 1999 with 97 co-sponsors, Senate version passed in House on May 20, 1999 by a vote of 345-71. Measure presented to President July 13, 1999 and made into Public Law on July 22, 1999.

H.R. 3144 - "Defend America Act of 1996" - (related bill S.1635) - Expresses U.S. policy to deploy by the end of 2003 a NMD system that: (1) is capable of providing a highly effective defense of U.S. territory against limited, unauthorized, or accidental ballistic attack; (2) will be augmented over time to provide a layered defense against larger and more sophisticated ballistic missile threats; and (3) does not feature an offensive-only form of deterrence. Introduced by Rep. Livingston on March 21, 1996 with 171 co-sponsors, the Committee on International Relations discharged the bill in the House on May 16, 1996.

H.Amdt.164 (to H.R.7 which was passed on February 16, 1995 by a vote of 241-181) - An amendment to establish the following policy priorities with regard to missile defense development: 1. That operational readiness of the Armed Forces should take precedence over development of any missile defense systems; 2. That theatre missile defense development should take precedence over national missile defense; 3. That land-based missile defense should take precedence over space-based missile defense development. Sponsored by Rep. Spratt with the House agreeing to the amendment on February 15, 1995 by a 218-212 vote.
