EURASIA STABILITY
Rationale
Over a three-year period, the Eurasia Stability Project will marshal
up-to-date data on indicators of political and economic risk in
Eurasia, in order to provide policymakers, NGOs and the business
community with regular information on forces working for and against
stability throughout the region.
Problem Analysis
Very little work analyzing stability in the Eurasian states in a
systematic way has been conducted. The focus of recent analysis
of human rights, freedoms of press and speech, minority rights,
etc. has utility for policymakers seeking to gauge the direction
of political openness and "liberalism" present in these societies
but offers less insight into the likelihood of economic and human
development in the region. Ukraine and Georgia are all strong examples
of how democracy can progress, and yet stability and certain basic
social needs continue to elude their peoples and nations.

Procedures
The Eurasia Stability Project will collect a wide variety of data
on factors underlying the level of economic and political conflict
throughout the Eurasian region. All the Eurasian states would be
ranked on the basis of their relative stability, compiled and distributed
through a monthly report Eurasia Monitor and regular briefings
to executives, policymakers, journalists, and representatives of
non-governmental organizations.
The Eurasia
Stability Project will establish a Steering Committee of 8-12 investment,
policy and academic experts on the post-communist regions. An intensive
initial workshop will develop the methodology for the analysis of
Eurasian stability. Local researchers, educated in market economy
and business analysis, will collect empirical data that will inform
Eurasia Project's staff for regular analysis.

Research
The primary research goal of the Eurasia Stability Project is the
creation of a comprehensive database of economic and political indicators,
compiled for each of the Eurasian states. The project will begin
with an intensive workshop focused on building measures for gauging
stability. A set of categories for state-by-state rankings would
be the primary product of this workshop. We would expect these categories
to come under four broad headings of political stability, economic
stability, ethnic stability and military stability.
