[Editors' Note: On April 2, 2013, the U.N. General Assembly voted to create the first treaty regulating the international arms trade. This new treaty covers a wide range of conventional weapons and will impose constraints on the sale of weapons to governments and armed groups that commit mass atrocities, such as war crimes and genocide.
